Half Moon Bay, CA - The City of Half Moon Bay is asking community members to fill out a short survey intended to gather input as the potential for developing ordinances regulating smoking and the sale of tobacco products in Half Moon Bay is considered.
There are two surveys online at www.hmbcity.com/smokingsurvey. One survey is specifically for those living in multifamily buildings (apartments, condominiums, townhouses), and the second survey is for other residents, businesses, and visitors. The survey will run through May 1, 2018, and one survey per person is requested. The surveys are also provided in Spanish.
For those wishing to fill out the survey on paper, hard copies are available at City Hall (501 Main Street), Ted Adcock Community Center (535 Kelly Avenue), and the Library (225 Cabrillo Highway South #104B). Summarized results of the survey will be provided to the City Council as the discussion and consideration continue. Additional opportunities for community members to provide input and participate in this discussion will be provided.
The City does not presently have an ordinance regulating smoking or requiring special permitting for retailers of tobacco products. It's well known that smoking and second-hand smoke are serious public health issues, with smoking-related diseases the leading cause of preventable death in the United States. One way to address this health issue locally, as many cities, counties, and the state have done, would be to increase the number of smoke-free environments in the City and encourage more responsible retailing of tobacco products.
At the City Council meeting of February 6, 2018, a number of regulatory options and recommendations for discussion and consideration were presented, from which the Council could offer direction to staff as to moving forward with a potential policy. The information presented at that meeting included regulatory issues related to existing non-smoking buffer zones, outdoor dining and service areas, multi-family apartments, multi-family residences, public parks and recreation areas, special events, and tobacco retailers. The February 6 staff report and attachments are available at hmbcity.com/smokingsurvey.
